"If we believe the patient has a strong intent to put others at risk, we need to have confidence we can take action absent documentation of intent to cause harm," Dr. Julie Gerberding, head of the Centers for Disease Control and Prevention, told lawmakers last week.

Also cited by the Senate Appropriations subcommittee hearing was the lapse at the U.S.-Canadian border that allowed Andrew Speaker to enter the U.S. even though his name was on a watch list with instructions to detain him. Officials said a lone border agent made a bad decision.

"First of all, up front, before the patient left the United States, we believe that we could strengthen our states' ability to restrict the movement of patients before they demonstrate noncompliance with the medical order,"

Forcing an American citizen to give up all their rights because they have a condition they had no conscious part in getting is absurd. They should, at least be quarantined in some sort of govt sponsored mansion with many accommodations. And a fee paid to his/her family.

And how fair it for an infected person to expose his condition to those he will come in contact with that had no hand in inflicting the ailment? Rights, just like people, don't live in a vacuum.

I question the need for tighter laws at the border on this score. Speaker was passed through because "he didn't look sick."

Sounds like we just need actual enforcement.

I'm not convinced we need to make drastic changes. Just how many people have died in the last 50 years because we didn't quarantine people more aggressively?

If it's a small number, then I suspect that nothing short of an act of biological terrorism would be reason to make a change.
